Youth As Resources (YAR) began in 1994 as a project of the Baltimore Community Foundation and the Morris Goldseker Foundation of Maryland. YAR is a youth-led grant making, community problem solving/organizing and leadership development organization. YAR grant making focuses on Baltimore neighborhoods and institutions that have the fewest available resources and the most challenges, including high crime rates, violence, low incomes, high drop out rates and drug addiction. YAR grants provide youth in those neighborhoods and institutions with the resources needed to put their community organizing ideas into action from the opening of a youth-run community center to the organizing of a youth driven education reform campaign.
Since 1998 YAR has functioned as an independent organization making its own funding decisions and charged with sustaining the organization. A majority youth Board of Directors (23 youth and 5 adults) is responsible for all aspects of organizational governance and development including managing two grant cycles per year.
